Health and Community and Service Center (HCS)
The nonprofit Health and Community Service Center was founded in 1983 to provide affordable dental treatment, eye care, and hearing testing services to low-income populations. Over the years, the scope of operations has expanded dramatically, and the focus has shifted primarily to dental care. Charges for dental services are all below market cost, and are set according to a list published by the Ministry of Health. Significantly, nearly 75 percent of patients receive some level of subsidy. In addition, HCS operates several donor-sponsored programs – including Smiling for Posterity for the elderly, the Jerusalem Children's Free Dental Care Program, the Ethiopian Teen Dental Care Program, and Bridging the Gap, which serves Arab children from East Jerusalem. HCS has recently initiated Embracing the Future- orthodonture treatments for teens. All of these projects offer eligible patients comprehensive, top-rate dental treatment free of charge or for a nominal fee.
Today, HCS operates two conveniently located, wheelchair-accessible clinics, with a total of 7 surgical chairs. A highly skilled staff of 13 dentists, 8 dental assistants, and three hygienists performs over 4,500 patient visits each month. The Israel Ministry of Health certifies and supervises the HCS clinics. Furthermore, the Hadassah School of Dental Medicine, Department of Community Dentistry, and the dental department at the Ministry of Health monitor the clinics through periodic on-site visits. To the best of our knowledge, no other local organization offers such comprehensive dental treatment to a wider range of clients. Moreover, the fact that HCS has access to an in-house, state-of-the-art laboratory means that the professional staff has quick and easy recourse to technical procedures that facilitate the speed and cost-effectiveness with which certain treatments can be implemented.
